What the BCRP does
Members Support
Intelligence
The Crime Initiative is an intelligence-led partnership and our success is based on the information fed in by our members. The intelligence submitted ranges from sightings to detections and suspicious behaviour to ejections. Members are encouraged to report every piece of information, no matter how small, as these individual pieces all contribute to the bigger picture. Participation and strong relationships with our members allow the Crime Initiative to effectively build profiles of prolific offenders. Identifying repeat offenders empowers the Crime Initiative and the businesses to put processes in place to prevent these offences.

Creating the Bigger Picture

The intelligence is collected in our Active Crime Intelligence System (ACIS) database. This enables us to identify trends and hotspots, which in turn helps our members and partner agencies to use their resources more effectively in order to tackle crime.
Exclusions
Once we have collated this intelligence against offenders, the Crime Initiative has several exclusion policies to ensure that they do not continue to target membership premises. Individuals can receive exclusion notices from both the daytime and nightlife businesses.
2009 saw the introduction of Section 27 notices, which give power to the Police to order an individual committing acts of alcohol related anti-social behaviour to leave an area for up to 48 hours. These individuals are then sent letters from the BCRP warning them that profiles are being built that could ultimately lead to their exclusion. Warning letters are also sent to individuals committing minor public order offences in the vicinity of nightlife premises that would not ordinarily fit the exclusion criteria. This process leads to some individuals being identified as repeat offenders who are then excluded.
Relationships with Partner Agencies
We work very closely with the Police, Local Authority, City Centre Management, CDRP and other agencies responsible for reducing crime and disorder within the business environment. The Partnership is based in the City Neighbourhood Policing Unit within the Police Station and there is a version of the Crime Initiative’s database in the Northern Area Custody Suite.
We also link in with the Safer City Partnership, which develops and coordinates responses around the key themes of national strategies. This partnership approach means that we are ideally placed to tackle crime and disorder across Stoke on Trent.
CCTV
Stoke on Trent City Council’s CCTV system comprises of 214 cameras Citywide. CCTV Operators monitor over 2,700 incidents per year and work with a number of partners and law enforcement agencies to assist in the prevention and detection of both criminal and civil crimes. CCTV Operators monitor the Crime Initiative Radio Channels and are able to respond instantly to any calls for assistance. Operators use the City’s cameras to monitor incidents and will call for Police assistance if requested by the business representative. They also have access to a version of the Crime Initiative’s ACIS database.
Our intelligence therefore effectively links into other agencies.
Radio Link
Stoke on Trent Crime Initiative operate 5 Radio Links across the City, all monitored by the central CCTV room, the Business Crime Team and the potteries shopping centre 24 hours a day. These radio links can also be accessed by the police. All radio transmissions are recorded, providing valuable information for evidence and training purposes.
Radio equipment is provided by M-R-S Communications.
Strategic Role
Business Crime Manager, Julie Davies, is heavily involved in seeking support for a nationally approved accreditation process for BRCPs, and works with agencies including the Home Office to achieve this. This will help businesses to have confidence in the Business Crime Reduction Partnerships they are investing in.
